The Satanic panic is a _specific event_, just like the witchunts was a
specific event. The Satanic Panic originated in the US in the late 80'es and
had more or less died out in the mid 90'es. Rumor Panics are of cause an
universal human trait, but that doesn't mean that we cant blame people who
take part in it. Killing other people is also more or less a universal human
trait, but we still blame the _specific murder_ on the person who did it.
The USA (and all other countries that took part in it) are to blame for the
Satanic Panic. In the US, we can even find people who are still in jail even
today, because of those stupid rumor panics. When everyone who got
wrongfully convicted are set free and paid for there sufferings, and when
bad therapy that creates false memories are banned, THEN can we talk about
giving the US a brake.
