isn't it telling? some of it is moral qualms, the rest 
seems to be technical limitation and lack of experience.

I tend to think that Wiccans and Neopagans are more interested,
per capita, in religion than magic. the focus is on worship,
rather than on spellcasting, with the bulk of Neopagans. often
what is *called* magic will be religious activities, similar
to how many Hermetic magicians identify mysticism with magic.
these two primarily post-Christian religiomagical streams 
are directly related and the influences are evident.

there aren't specific tenets. it's just that so many Wiccans
come from dogmatic backgrounds that they believe a guideline
('The Rede') MUST be adhered to, rather than serving as a
good guide for behaviour which is *optional*.

others is controversial within the Wiccan community, agreed.
