There is no reason to believe that it was just the Romans who were synchretizing local gods to their own. This seems to be a common practice in ancient paganism. Many of the inscriptions of Celtic divinities are unlikely to have been Roman work. Doesn't it just make sense that if you worshipped a fertility god, who lead the souls of the dead to the underworld and held certain magical secrets that you would consider a god with those same exact attributes in another culture to be the same? This is only one example of the logical synchretizations that occured in the Roman empire.
