I used blood straight and a stylus, dipped in the blood
directly and applied to the paper. the paper I used was
some I'd created *myself* at a booth in a no-longer-
existing Renaissance Faire (:(.....). it is said that
the skin of animals (sheep/parchment) is valuable for
magical activities, but there are also conjures who use
torn brown paper and witches and others who prefer some
expensive paper/"parchment" they obtain from a shop.

"best" here is somewhat subjectively-determined. it may
be valuable to consider the purpose of the working
(e.g. I had already used the home-made paper on the
other side for a particularly valuable sigil, and had
written on its back the pact I made with Satan which I 
was signing in my own blood).

someone in already suggested mixing the blood
with charcoal powder, which sounds interesting. I'm
not sure that any coagulating and drying substance
might not clog up a modern pen. perhaps it would be
valuable to mix 6 parts red ink with 1 part blood
and pour this into a modern reservoir pen. dilution
of magical elements into functional substance is a 
common and valuable magical method.
