Actually, you're quite off the mark here. Ever read the Sepher Yetzirah?
It gives the following:

     Hé         Aries
     Vav        Taurus
     Zayin      Gemini
     Chet       Cancer
     Tet        Leo
     Yud        Virgo
     Lamed      Libra
     Nun        Scorpio
     Samekh     Sagittarius
     A'ayin     Capricorn
     Tzaddi     Aquarius
     Quf        Pisces

Although there is no agreed upon dating for the Sepher Yetzirah,
there are commentaries extant from the 10th century, quotations
extant from the 6th and references extant from the 1st. So, unless
you're implying that "the early noodlers in the Golden Dawn
tradition" were "noodling about" two millennia ago, these attributions
cannot possibly be credited to them. Instead, you might see it
as the G.D. taking the symbolism from the Yetzirah, as Westcott
published an edition of the same.

No change from the most common MSS for the Mother and Single letters, 
with their correspondence to Elements (excluding Earth), and Zodiac.  The 
G.'.D.'. authors did re-arrange the attribution of the Double letters (7 
"Planets"), but that part of the Sepher Yetzirah is the most corrupt in 
the sense of variations in the order of attribution in different MSS.

Incidentally, this system of attribution via SY did not originate with 
the G.'.D.'.   They borrowed from Eliphas Levi (France), making one 
major change in his system of attribution, which in turn moved every other 
association one place.  There were other differences between the G.'.D.'. 
and Levi systems, but the main one was to move Aleph to the Fool in Tarot 
in the G.'.D.'. system
