I don't know that reversals were  suggested by  GD folks, other then
Matters and Waite.  Mathers mentions reversals in a short work, first
published in 1888, the year he co founded the GD.  Although that work,
(A Short Treatise in Tarot), is currently published with a set of
images from the  Marseilles deck, the deck described in the work is
obviously not quite that deck.  However, It is definitely not the deck
described in the GD's Book T.   Waite mentions reversals in his
Pictorial Key to the Tarot where he also makes mention of Mathers
earlier work, saying that it was intended for fortune tellers. which,
indeed, is what Mathers also claims.  Waite makes mention of the fact
that his own work is intended for the general public.

I would suggest that most, (all?), GD members to whom the secrets of
Book T had been revealed, used elemental dignitaries rather then
reversals in their operations of tarot.

Mathers makes mention of using a significator in his, above mentioned,
1888 work.  Book T which is also prior to Waite's Pictorial Key to the
Tarot  also talks about a significator.
